我想去边境申请配偶工签，但发现官网上写的是“You can only apply for a work permit when you enter Canada if you don’t need a visitor visa. An officer will check that you meet the requirements of the permit you are applying for.”因为中国不是加拿大的免签国，所以按照该答复的说法，中国护照是不符合边境申请工签标准的。请问，这个规定是最新的规定吗？中国护照持有人现在还可以在边境申请配偶工签吗？谢谢
