疫情期间配偶持未过期旅游签跟随本人的封闭工签可以入境吗？这个算不算是non-discretionary purpose呢？

Your immediate family members may be able to come with you to Canada. They can travel to Canada if they meet one of the conditions below:

1)they’re travelling directly from the U.S. for a non-discretionary purpose
2)they have a written authorization from IRCC to reunite with a temporary resident of Canada (see Uniting with immediate family members for more information)
3)they have a letter of introduction for an open work permit

Maybe we will travel directly from U.S.
I know I will be qualified via a specific employment work permit but I'm not sure if my spouse's visit will be treated as a non-discretionary purpose.
That's why I'm asking for the answer. thanks

官网给出的travel-restrictions-exemptions中，配偶入境好像只能走immediate family members with written authorization from IRCC to reunite with a temporary resident of Canada (see Uniting with immediate family members for more information)
我对于这里描述的情况的理解是：visitor的家人在加拿大境内，现在申请的入境原因是与家人团聚。
然而，我的情况是，本人还没有入境加拿大，配偶好像没办法符合这一条吧？
如果真的不符合这条non-discretionary purpose，那还能走其他哪种non-discretionary purpose呢？非常感谢

You need

a valid visitor visa or eTA
a valid passport
to tell the airline that you’re exempt from the travel restrictions
to show an immigration officer that you’re coming for a non-discretionary purpose, such as to live with your spouse, common-law partner or family member
You’ll be refused an authorization if an officer finds that you’re travelling for an optional or discretionary purpose, such as for tourism, entertainment or recreation.
to have your health checked by airline officials to confirm that you don’t have symptoms of COVID-19, including a fever, a cough and difficulty breathing
Anyone showing symptoms will not be allowed to board a flight to Canada.

@richard 我个人理解，配偶跟工签持有人一起入境也适用，如果不放心，可以工签持有人先入境。

@小小米 谢谢，我们可能考虑从美国开车入境，来不及在境外申请配偶的开放工签了，所以有点take risk的感觉。到时候想提供一份提前与加拿大公寓的lease agreement，租客上面写上我们的名字，作为for a non-discretionary purpose, such as to live with your spouse, common-law partner or family member的证明吧。
