求助安省 OINP Phd 申请过的朋友们

本月初phd答辩通过，也拿到了老板的博后offer正在干活，准备走安省 PhD EOI打分，拿省提名之后申请联邦pr。
今天在查资料时发现官网PhD Graduate Stream – Applicant Checklist里面，竟然有语言成绩这一项？
（印象中硕士项目是必须需要语言成绩，博士申请不需要，也可能我记错了555）

官网是这么写的（复制粘贴过来）：

Expression of interest scoring factors documents

If you are invited to apply, you will be required to scan and upload specific documents to support each scoring factor for which you received points.

Scoring factors are not the same as stream criteria. You must meet all stream criteria and provide the mandatory documents noted above. If you are claiming points for scoring factors in your expression of interest, you must upload the documents noted below.

下面列举的小点包含Canadian work experience 、Field of study、Canadian education experience、Official language ability and knowledge of official languages、Regional immigration: location of study等。

按我的理解，如果我不需要语言成绩的打分项，我是否就可以不上传雅思成绩单？

（雅思3年前考的7分已过期，目前eoi不算语言分项我已经有30分左右了，应该满足被捞条件，就不想再去考一次了）

求大神解答啊～～～

顺便问一句，朋友们建议走OINP Phd+联邦，还是直接博后做满一年走CEC呢？谢谢解答！

博士没有语言要求，而且申请博士项目的人极少，打分目测都没啥意义可能就是全捞了。 省提名没坏处，你也没法知道现在这个情形到时候ee会是什么个分数和要求。
