目前已经拿到了安省省提名(非EE)，但是目前安省从结婚拿到正式的marriage certificate 要2-3个月，所以想问下只要可以在省提名证书有效期内提交就可以了对吧？省厅名上写pr申请必须在省提名有效期内被ircc收到，这个收到就是指我们提交吗？如果说只拿牧师签过字的record of marriage certificate先去递交申请可以吗？非常感谢
