想咨询一个问题，家长有学签，想给小孩申请渥太华的公立幼儿园，给Ottawa-Carleton District School Board发邮件，得到的回复是需要入境后才能申请。请问等到入境前有其它方式可以申请吗？如果入境后在考虑申请，是否要排队可能影响小朋友的入学时间？ 谢谢！
父母如果有学签专业课在读，入境后也是按照本地生的规则入学的
